Я только что клонировал https://github.com/pybind/scikit_build_example, который является отличным шаблоном для проекта, сочетающего Python и C++ с pybind11. Действие Github создает колеса (для Windows, Linux, MacOS) и загружает их в PyPI прямо из коробки.
