Не удалось найти TextTransform.exe в VDI в Visual Studio 2019. ⇐ C#

У меня есть проект C#, который выдает следующую ошибку в VS2019.

Я также попытался установить предложенный пакет Nuget, который не удалось установить в решении с ошибкой ниже:
