Jdbc: DatabaseChangeListener не показывает изменения событий ⇐ JAVA

Я использую DCN для получения уведомлений о записях, вставляемых в таблицу. Когда я пытаюсь вставить записи либо внутри приложения, либо с помощью внешних скриптов, события не отображаются в консоли.

Я уже проверил SELECT * FROM USER_CHANGE_NOTIFICATION_REGS и да, записи регистрации создаются.
