Невозможно создать экземпляр объекта из основного (пользовательский класс) ⇐ JAVA

Я не могу вызвать конструктор из тестового класса. Класс компилируется в Netbeans 6.91, но конструктор не создает объект.
Идея состоит в том, чтобы передать имя файла классу. Остальное я могу сделать, как только узнаю, что файл открыт и сканер инициализирован.
