Meson в Windows не может найти llvm-lib? ⇐ C++

Я пытаюсь портировать библиотеку Linux в Windows, библиотека использует meson для компиляции. У меня есть фиктивный файл meson.build:

Почему Meson автоматически ищет эти библиотеки, когда знает, что они находятся в Windows?
