Я думаю, что некоторые собственные пакеты или любой другой пакет каким-то образом используют функцию цепочки инструментов, но событие, которое я попробовал с ошибками jdk-11 и jdk-17, все равно то же самое.

Решение:
Эта проблема решилась сама собой, когда я обновил версию Gradle >8.3.
Я понятия не имею, связано ли это с версией Gradle или нет.
