Точки горячих точек в области карты изображения [дубликат] ⇐ CSS

I have a image on which i need to mark some pulsing effect dots. on clicking those dots, a new window should be openend. I tried using and for this. how to add hotspot dots to these areas? Can we use bootstrap spinner-growing component for this? Please suggest
