First I want to say I have limited tech knowledge, so please bear with me in explaining and use my of tech vocabulary!
Originally a friend installed Wampserver 3.1.7 many years ago on my desktop, and I have been designing my WordPress site gradually since then. The WordPress dashboard says my site is running on an outdated PHP v7.2.14 and needs to be updated to a minimum of v7.4
I have struggled with trying to sort all this many times, but really would like to get this sorted so I can actually get my site hosted and go live. Today I backed up all the website to a hard drive. I also have the WPVivid plugin where I back up the site too, which I also did today to the same hard drive. I also updated to the new version of WordPress and updated my 3 plugins. But I noticed that my theme, Generate Press, had a warning saying it isn't compatible with the existing PHP I have.
Is it possible to change the PHP to v7.4 (minimum) using this old Wampserver version I have, or should I update the Wampserver first? Which is best to do first?
The other thing is, the original desktop is now quite old and I would prefer to install a newer version of Wampserver on my newer laptop and then use that to finish building the site.
Is it possible to install Wampserver on laptop, install WorPress on laptop and log in to WordPress that way, or will the 'website files' needs 'moving' from desktop to laptop?

I have read on WordPress guides on how to update PHP, but am unsure whether to go ahead before updating Wampserver.
