Преобразование строковых запросов вложенных запросов в словарь ⇐ Python

На мой взгляд, у меня возникли некоторые трудности с преобразованием данных строки запроса в правильно сформированный словарь.

Проблема в том, что конечный результат не является допустимым json, поскольку словарь заключен в дополнительную фигурную скобку с одинарной кавычкой.

Дополнительные символы (фигурные скобки и одинарная запятая в начале и конце данных) не отображаются в строке запроса, поэтому мне неясно, что их создает.Спасибо.
