Параметр конфигурации PHP «error_log» не работает ⇐ Php

Что я здесь делаю не так?
У меня в файле .ini установлен error_log вместе с error_reporting = E_ALL | E_STRICT.
Что еще мне не хватает? Это обычно давало мне это. Я хочу, чтобы этот набор был в файле .ini, а не в моих скриптах.
Еще одна интересная вещь: когда я намеренно пытаюсь выдать ошибку в одном из моих скриптов, Apache перезапускается. снова и снова.

Этот вопрос задавали 1000 раз, и я просмотрел разные сообщения, прежде чем опубликовать это, но не нашел ответа. Пока я программировал на PHP, работа всегда была для меня кошмаром.
