Nginx - PHPpgadmin - *1 доступ запрещен правилом ⇐ Php

Я хочу настроить PHPpgadmin, PostgreSQL уже настроен, следуя этой статье

но у меня есть nginx,

На данный момент я сделал следующие конфигурации:

но я получаю:

403 Forbidden

в журнале ошибок написано:

Я сделал:

chmod -R 775 phppgadmin/
chown -R www-data:www-data phppgadmin/

но все то же сообщение 403. что я делаю не так?
