Почему try-catch не перехватывает IOException? ⇐ JAVA

В следующем коде я получаю блок catch Unreachable для IOException. Это исключение никогда не генерируется из тела оператора try, ошибка (подчеркнута) с IOException в } catch (IOException e){.
Что я делаю не так?
