Невозможно запустить сервер ActiveMQ Classic. Не удалось загрузить класс: org.apache.activemq.console.command.ShellComma ⇐ JAVA

Я только что загрузил и распаковал последнюю версию ActiveMQ Classic (apache-activemq-5.17.2) по этой ссылке в папку с именем:
C:\executables\apache-activemq

Однако, когда я запускаю следующую команду:
C:\executables\apache-activemq>bin\activemq start

Не удается выполнить следующее сообщение:
Could not load class: org.apache.activemq.console.command.ShellCommand

Как мне это запустить?
