Pip не распознает «установить» ⇐ Python

кажется, не распознает команду «установить», когда я ее запускаю

python -m pip install -U requests

Я получаю сообщение об ошибке, как указано выше.

ERROR: Could not find a version that satisfies the requirement install (from versions: none)
ERROR: No matching distribution found for install

running pip alone and it gives the error

Fatal error in launcher: Unable to create process using '"C:\Python311\python.exe"  "C:\Python311\Scripts\pip.exe" install requests': The system cannot find the file specified.

это произошло после переустановки, прежде чем возникла та же ошибка установки.
Я уже удалил и установил Python примерно 3 раза, запустив команда Python get-pip.py работает, но ничего не меняется.
